STATE OF VERMONT 2018 TELECOMMUNICATIONS PLAN PUBLIC HEARINGS The Department of Public Service will hold public hearings to gather public input on the final draft of the 2018 Vermont Telecommunications Plan. The Plan addresses the major ongoing developments in the telecommunications industry, including broadband infrastructure development, regulatory policy and recommendations for future action. Public Comments will be considered prior to adopting the final plan. The Department will hold five public hearings on the public comments draft of the Plan prior to adopting the final Plan. The Town of Brattleboro Planning Services Department, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the Town of Brattleboro's intent to revise the flood hazard information on Whetstone Brook, generally located between Meadowbrook Road and Western Avenue (VT Route 9). The flood hazard revisions are being proposed as part of Conditional Letter of Map Revision (CLOMR) Case No. 18-01-1484R for a proposed project along the Whetstone Brook. Brattleboro Housing Partnership is proposing to remove 11 buildings at the Melrose Terrace housing complex and remove historic fill along the northeastern channel bank of Whetstone Brook to lower existing grades and install an overflow culvert under George F. Miller Drive as part of the Whetstone Brook at Melrose Terrance Floodplain Restoration Project. Once the project has been completed, a Letter of Map Revision (LOMR) request should be submitted that will, in part, revise the following flood hazards along Whetstone Brook: 1. The floodway will be revised from a point approximately 50 feet upstream of Western Avenue (State Route 9) to a point just downstream of Meadowbrook Road along Whetstone Brook. The floodway will increase and decrease within the revised area. 2. The 1% annual chance (base flood) and 0.2% annual chance Special Flood Hazard Area (SFHA) will widen and narrow within the revision area along the Whetstone Brook. 3. Base Flood Elevations (BFEs) will decrease when compared to current published BFEs along Whetstone Brook as a result of the proposed Melrose Terrace floodplain restoration project. Note that changes to the floodway, 1% annual chance floodplain, and 0.2% annual chance floodplain are largely due to more accurate topographic data and modeling techniques used to analyze this section of Whetstone Brook.
