Legal Notice Pursuant to Section 511 of the Quality Housing and Work Responsibility Act of 1998, Section 5A(1) be advised that the Commissioners of the Brattleboro Housing Authority d/b/a Brattleboro Housing Partnerships will hold a public hearing on January 14, 2019 at 5:30 p.m. in the Community Room at the Samuel Elliot Apartments to consider and take action on the Capital and Annual 5 Year and 2019 Plans. The Plans and their accompanying documents will be available for review at the Main Office in Melrose Terrace 45 days before the hearing. The Town of Brattleboro Planning Services Department, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the Town of Brattleboro's intent to revise the flood hazard information on Whetstone Brook, generally located between Meadowbrook Road and Western Avenue (VT Route 9). The flood hazard revisions are being proposed as part of Conditional Letter of Map Revision (CLOMR) Case No. 18-01-1484R for a proposed project along the Whetstone Brook. Brattleboro Housing Partnership is proposing to remove 11 buildings at the Melrose Terrace housing complex and remove historic fill along the northeastern channel bank of Whetstone Brook to lower existing grades and install an overflow culvert under George F. Miller Drive as part of the Whetstone Brook at Melrose Terrance Floodplain Restoration Project. Once the project has been completed, a Letter of Map Revision (LOMR) request should be submitted that will, in part, revise the following flood hazards along Whetstone Brook: 1. The floodway will be revised from a point approximately 50 feet upstream of Western Avenue (State Route 9) to a point just downstream of Meadowbrook Road along Whetstone Brook. The floodway will increase and decrease within the revised area. 2. The 1% annual chance (base flood) and 0.2% annual chance Special Flood Hazard Area (SFHA) will widen and narrow within the revision area along the Whetstone Brook. 3. Base Flood Elevations (BFEs) will decrease when compared to current published BFEs along Whetstone Brook as a result of the proposed Melrose Terrace floodplain restoration project. Note that changes to the floodway, 1% annual chance floodplain, and 0.2% annual chance floodplain are largely due to more accurate topographic data and modeling techniques used to analyze this section of Whetstone Brook. Maps detailing the revisions to the flood hazards information can be reviewed at the Brattleboro Municipal Offices at 230 Main Street, Brattleboro, VT, 05301.
